Major General Nicolas Torre III appointed as new PNP Chief

Nicolas Torre III Named New PNP Chief: A Bold Leadership Shift

In a stunning turn of events, the man who orchestrated the arrest of former President Rodrigo Duterte has been tapped to lead the Philippine National Police. Major General Nicolas Torre III is set to become the new PNP chief, marking a significant shift in the country’s law enforcement leadership.

During a press conference at Malacañang Palace on Thursday, May 29, 2025, Executive Secretary Lucas Bersamin made the announcement, stating that the turnover of command will take place on June 2nd. Torre will succeed Gen. Rommel Marbil, who is retiring on June 7, 2025.

A Career Marked by High-Profile Cases

Torre, currently the director of the PNP Criminal Investigation and Detection Group (CIDG), has been at the helm of several high-profile cases. Most notably, he oversaw the arrest of alleged sex offender Apollo Quiboloy, founder of the Kingdom of Jesus Christ church, charged with human trafficking. In a move that sent shockwaves across the nation, Torre also led the arrest of former President Rodrigo Duterte in March 2025, following a warrant issued by the International Criminal Court (ICC) for alleged crimes against humanity. Duterte was swiftly transported to The Hague, a development that continues to spark heated discussions.

When asked if these high-profile arrests were factors in Torre’s selection, Bersamin was cautious. “I can’t say that because the president always demands performance,” he explained. “No matter what is ordered of you, you must exhibit some level or a high degree of performance.” He hinted that while Torre’s track record might have played a role, other qualities likely influenced President Ferdinand Marcos Jr.’s decision. Bersamin described the president’s discretion as “absolute” and “inscrutable,” urging the public to respect the choice.

A Smooth Transition Amid Broader Changes

To ensure continuity, Bersamin assured that measures are in place to maintain stability within the PNP and other agencies undergoing leadership changes. “This is not a purge,” he clarified. “This effort is the President’s commitment to a government that works fast, delivers results, and meets the expectations of the Filipino people.” Alongside Torre’s appointment, Bersamin announced Shirley Agrupis as the new chair of the Commission on Higher Education, replacing Prospero de Vera III, and Darlene Berberabe as the new Solicitor General, succeeding Menardo Guevarra.

Who Is Nicolas Torre III?

Born on March 11, 1970, in Jolo, Sulu, Nicolas Deloso Torre III graduated from the Philippine National Police Academy (PNPA) class of 1993. His career spans various roles, including chief of police in Samar province, Quezon City, and Davao Region. However, his tenure has not been without controversy.

In Samar, Torre was dismissed in 2019 by the provincial board for alleged failure to combat criminality and involvement in partisan political activities. In Quezon City, as chief of the Quezon City Police District (QCPD) in 2022, Torre faced criticism for his handling of a road rage incident involving retired Patrolman Wilfredo Gonzales. Torre’s press conference defending Gonzales, who was caught gun-toting a cyclist, drew public backlash, leading to an apology for giving “VIP treatment.” He resigned from the QCPD post shortly after.

In Davao, Torre led the operation to arrest Apollo Quiboloy, which resulted in a tense standoff with church members. The operation drew scrutiny from Davao City Mayor Baste Duterte, who questioned its legality. Torre defended the police actions, stating they were authorized by a court-issued warrant. During a Senate hearing, he admitted to unconventional tactics, including hiring civilians dressed in PNP uniforms, prompting plans for legal action from Senator Bato Dela Rosa and Quiboloy’s church.

Challenges Ahead for the PNP

Torre’s appointment comes at a critical time for the PNP, which faces ongoing challenges in maintaining public trust and combating crime. His experience in handling high-profile cases suggests he may bring a results-driven approach, but his controversial past could fuel public skepticism. The arrest of Duterte, in particular, remains a polarizing issue, with some praising Torre’s decisiveness and others questioning the operation’s implications.

As Torre steps into his new role, the nation watches closely. His leadership will likely shape the PNP’s approach to crime, public safety, and institutional integrity. Will he rise to the challenge and steer the PNP through turbulent times? The coming months will provide answers.
